Please describe your issue in as much detail as possible:

Opening system update patch notes or game news will cause the entire interface to stay permanently blurry. This requires Steam to be restarted to fix.

This issue also occurs in the Beta and Preview channels as of now.

Steps for reproducing this issue:

1. Open patch notes for system updates, or game news.
2. Close the popped up window with the B/Circle button.
3. Interface will be blurry.

Hello @SuperRiderTH, this looks like an issue with the Steam client instead of SteamOS as a platform, so I've transferred this issue report to the steam-for-linux issue tracker.
