Steam friends chat window keeps GPU clocks high

Checked with "cat /sys/class/drm/card0/device/pp_dpm_sclk" (AMD GPU) I had a friends group chat open. Closed it and the clocks went down.

The bug appears, maybe steam needs to sit idle for some time before it does. GPU is AMD RX 480.
