Unresponsive overlay when double clicking on a contact on friends list #9409

Please describe your issue in as much detail as possible:

Opening up the overlay everything seem to work (aside for the know dead keys issue), BUT trying to open the chat window with any contact on the friends list seems to freeze it, although the effect seem to vary depending on the game. When the issue presents itself, every button or link on the UI becomes unresponsive, and the only thing that I'm able to do is to move around already opened windows (eg. walkthroughs, achievements, friends list). A workaround seem to be to switch to another workspace and back, then the chat window pop ups and everything works again (although it doesn't seem to work for every game). The odd part is, both the issue and the workaround aren't consistent between different games, but they always seem to occur/work on given games.

Steps for reproducing this issue:

  1. Start a game
  2. Open the overlay
  3. Double click on any contact on the friends list
  4. If the issue presents itself (Doesn't happen for every game) the chat window won't show up and most buttons on the overlay will be unresponsive.

Hello @Soulsuke, running Steam with the Steam runtime disabled is unsupportable. Can you completely close Steam, then run steam-runtime and verify that you're seeing this issue in that configuration?

@kisak-valve Just tried it out, the issue is still present using the runtime.

I've noticed an odd thing however: this only seems to happen when the games are running in fullscreen mode, the overlay seems to work as expected if i play them in windowed mode.
