Steam client goes windowed after watching fullscreen video from store

Please describe your issue in as much detail as possible:

When watching a video in fullscreen from the store the steam client will leave gamepadui mode and become windowed when video is stopped.

Steps for reproducing this issue:

1. Go to store and select a game
2. Watch trailer video in fullscreen
3. Exit video
4. Steam UI will become windowed

I can also reproduce this in the latest stable version of Steam, am running Pop OS 22.04
