bower: remove bower dependency #175

removing bowe dependency

the lib folder now acts like a static javascript assets so it should be commited

this commit also puts dev dependencies separeted from dependencies to be installed in production

closes #165

(the webpack should be used to replace gulp, I think we can open another issue for this)
