Can a High Level Bios be implemented for Demul, It is very difficult for
average users to dump their Dreamcast Bios and thus forced to illegally 
download the required bios files.

Is it less difficult for average users to dump legal copies of GD-ROMs, using 
the BBA adaptors or tweaked PC CD-ROMs? or desolder and read maskrom chips from 
the arcade cartridges? ;)
