Disable of Rgnsel and Eula #2

Cause of disabling the install of installation of RngSel and Eula wad a
region change wont be possible

It doesn't block the install if you have the right, non stub IOS installed. It 
does 
block the uninstall completely.

so i cant deinstall an US file, after installing the EU file...and i waste 
blocks at
the end..when changing region

You do know that there's more to a region change than just installing a 
different SM 
etc. If I could check the SMs region without a cIOS I would block you 
installing a 
different regions SM, eula and rgsel outright. You really want to change the 
region 
of a Wii there's a better custom tool for the job 
http://wiibrew.org/wiki/AnyRegion_Changer, if you really want to try it with 
this 
comment out the checks in wad.c (or just copy the wad.c file from another wad 
manager), but don't blame me if you break anything.

i used anyregion changer more than once
therefore i was complaining about this, cause after arc i need to change those 
files,
like eula, rgnsel and so on
and i was glad to click all and install at once with that tool
maybe there can be a config option like unlock expert mode or similiar, where 
yo also
have to read and acept an expalnation

also all wads shall be installed before a sysmenu, maybe this can get checked 
(dont
iknow if it is already in it), cause if any wad faiuls before sysmenu, it could 
be
the critical sysmenu ios wad

At the moment it won't install the SM if the IOS isn't installed or if the IOS 
it 
uses is a stub. I am going to make it leave the SM until last in batch installs.
