Pipe Framework Ratio Wrong on ConvertResourceToThing #59

I think at the same time as ConvertThingToResource being fixed (https://github.com/Vanilla-Expanded/VanillaExpandedFramework/issues/22) the ratio in ResourceToThing broke. It now consumes 1 Resource to make Ratio Things.
