Users can add a score set to a meta analysis experiment #346

Not sure whether we have related validators or not. Currently, a meta analysis experiment can have multiple score sets. Since one meta analysis experiment can have only one score set. We miss some validators or the validators don't work correctly.

I'm considering modify the has_permission add_score_set part so that the meta-analysis experiment page won't show the Add Score Set button too.
