[FEAT] Number of assignee per issue modification

Is your feature request related to a problem? Please describe. Some issues are large and some are small. It is intuitive to limit the number of assignee in an issue according to the size or label

Describe the solution you'd like

• Check the labels in an issue and limit the assignee count on the issue according to the config decided by the maintainer in the config file
• If multiple conflicting labels exist, use the minimum limit. i.e., if label:small has limit = 1, and label:medium has limit = 2, and if an issue has both small and medium labels (yeah by mistake from contributor, but mistakes do happen), use the limit = 1.
