Chinese data display problem in cn template

What steps will reproduce the problem?
1. copy the cn template to Bugzilla (3.1.2)
2. then refresh the page

What is the expected output? What do you see instead?
The chinse text should be able to display in the bugzilla

What version of the product are you using? On what operating system?
Bugzilla 3.1.2, Windows 2003 Server (Eng)

Please provide any additional information below.

in en template, the text can be display normally, but when I changed to cn 
template, cn.jpg, it display the monster

Please download template.pm from this
site,http://bugzilla-cn.googlecode.com/files/Template.pm
then copy this file to $INSTALL\bugzilla\Template.pm,"$INSTALL" stands for the
directory where your bugzilla installed.
notes that you'd better make a backup of this file.

Bugzilla 3.1.3 has fix this problem
