用在3.4.6上，用ie下载中文名的附件不正常，文件名变成 
=_UTF-8_Q_...=.zip
解决方法：在attachment.cgi下，将一下两行
local $Encode::Encoding{'MIME-Q'}->{'bp1'} = 10000;
$filename = encode('MIME-Q', $filename);

修改为：
if ( $ENV{'HTTP_USER_AGENT'} =~ "MSIE" ) {
  $filename = URI::Escape::uri_escape_utf8($filename);
}else {
  local $Encode::Encoding{'MIME-Q'}->{'bp1'} = 10000;
  $filename = encode('MIME-Q', $filename);
}
