To duplicate bug, get "A legal Status was not set" error

What steps will reproduce the problem?
1. Try to set bug duplicate from another bug
2. Set the duplicate bug id
3. Submit

What is the expected output? What do you see instead?
"A legal Status was not set" shows

What version of the product are you using? On what operating system?
Bugzilla 3.1.2

Please provide any additional information below.
Duplicated bug set to default status to 'RESOLVED'
Status flow set all status can change to 'RESOLVED'

确实是个问题。
而且在3.1.3版本上也存在此问题。
此汉化包用在3.1.3版本上时，还会有很多Message字符串没定义��
�因为用的是3.1.2的，3.1.3增
加了不少Message字符串）。

3.1.3上也发现了这个问题，把en下面的user-error.html.tmpl拷贝过��
�，提示信息为"There is no status named 
'重复'."，是不是汉化过头了？
