Bug: Resources page layout and missing filters #63

  1. Need some spacing where the blue arrow is. Similarly to home and about pages
  2. The filters need to be added to this page
  3. The cards are inconsistently laid out. Sometimes the text is at the top of the white space, sometimes in the middle, sometimes at the bottom.
