Introduce JRebel

Software and Version

JRebel 4.0.3 and suitable plugins depending on IDE. JRebel is free for open 
source projects but other projects require a license fee. There is also a 
30-day trial.

Reason for change
*****************
JRebel decreases the need to rebuild a project when a change is made. Instead 
hotswapping is used. Hotswapping works for class changes like e.g. new methods 
and annotations. I have not yet experienced that any change has not gone 
through. Also jsp pages hotswaps on the fly. Xml configuration files should 
work but is not tested yet.

In five days I have been saved 217 redeploys/restarts approximately saving me 9 
hours.

IntelliJ is tested but Eclipse is not yet tested.

Impacts

- $189 / year if used in internal projects
- A few hours of setup and education per individual

Clarification:
JRebel is saving a lot of development time for developers who need to deploy to 
a server over and over again e.g. web-development.

JRebel is approved to use for development purpose as described above.

JRebel is not approved for usage in the following environments: 
Test, Staging, Production
