[MIG] base_vat_country: Migrate to version 12.0 #1386

The following changes were performed:

Bump version
Remove encoding and long license from headers, use short license only
Adapt related fields
Remove <data> and </data> in xml files
Remove translated file empty

This should not be mirated but fixed the data and change the process instead :-0(
