[ADD] website_sale_brand_catalogs: app for brand catalogs t53882 #1582

This PR refers to the task#53882

This module allows to view and download catalogs by brand, as well as to generate leads in case the user downloading the catalog is public.

Notes:

You cannot download the attachment if it is not a public document.
If you are a public user you must activate the leads to be created when downloading a catalog.
