[REF] cfdilib: adding comprobante to payroll12.xml t#8510 #65

Adding Comprobante to payroll template due to changes in nomina12 prefix.

The SAT documentation to complement to payroll indicate that the xsi:schemaLocation must be defined in the Comprobante, and not in the Complement. By this reason was completed the template to fill the CFDI and complement to payroll in the same document.

Adapted test to new changes.

Now the payroll could be signed with CFDI version 3.3, by this reason was moved with reference to 3.3
