[ADD] base, l10n_pe: add peru related data #312

Description of the issue/feature this PR addresses: This is an update of data for peru in order to have city and state from core AND to have the tags of taxes in the same area.

Taxes are displaying like that

And if we install l10n_pe_base or l10n_pe_edi(depends on what we are working) we can see the partner address like this
