[ADD] conf: Adding file to emulate the runbot.odoo.com configuration of pylint #52

Create new file conf/pylint_odoo_core.cfg of configuration using as referent https://github.com/odoo/odoo/blob/saas-17/odoo/addons/test_pylint/tests/test_pylint.py

@moylop260 This PR I forget we need merged this

I register two another pull request to fix this trouble https://github.com/Vauxoo/enterprise-mx/pull/174 (11.0) https://github.com/Vauxoo/enterprise-mx/pull/175 (master)

This PR is necessary to avoid used the vauxoo-dev and better used the vauxoo repository

After merged this pull request we need merged the two previous pull request
