It was discussed from "Nuevo check lint activado unnecessary-utf8-coding-comment" email thread.

- For Python 3 (Odoo >= 11.0), no need for utf-8 coding line as this is implicit.

Python2.x is deprecated 2020 January Odoo11.0 is deprecated 2020 September

So UTF-8 magic comment is not needed anymore
