When the game is booted up with music or master volume off, the background music will not play at all until the next time the game is started (with volume enabled). It also happens at any point in time that the volume is set to off.
As a sidenote, night event music overrides nether music. I have not tested with other dimensions such as the end, but I'd imagine there would be a similar effect. I'm not sure if this is fixable due to the event priority system, but I thought I'd bring this to your attention in case you didn't already know.
