FIX: Static don't spawn in city without entrerable buildings (@Vdauphin).

When merged this pull request will:

title
First use entrerable building and then not entrerable
[x] make sure _ASL is lower than _intersect select 0 select 2
[x] test on map with low entrerable building
[x] test with 100% sstatic
