Ignore devices on ZWave Network #24

Put ignored devices into a special Ignore group. This should start collapsed at the bottom of the Admin page.

Allowing for a text description associated with the light could be most helpful when combined with this feature.

One example use case: The master switch on the Aeon power strip.

Be sure to evaluate behavior when the ZWaveNetwork is unavailable (perhaps because the controller has been removed for pairing). We don't want to lose all the switch configuration when the controller is removed from the system.
