comment window can not resize smaller #5187

Bug Description: we can not resize comment window a litter smaller.

Would you be ok if we only allowed shrinking it more vertically? I think that's as narrow as we would want but agree the height could be less.

it will be more better maybe , if we allow it to be smaller.
