[Title Screen] Missing shader effect on lightning graphic #9

Environment:

Steps To Reproduce

  1. Run SonicTT.exe.
  2. Proceed to the Title screen.

Expected Result There are no graphical issues present during the Title sequence.

Observed Result The lightning image in the background is missing a shader effect, so it appears completely white.
