Follow up on workaround-style mining fleets not properly syncing orders #46

As reported from Steam Forum, we are kind of "winging" the workaround-style mining fleets right now. From the report, if mining fleets are formed, then everyone gets their copy of commands from the commander, and this is OK.. But it seems no more updates will be made to the command afterwards, which is not what I actually want.
