A code review revealed a seemingly unused TransferWorker default behavior that moves workers from worker-surplus stations to worker-deficient stations.

Hmmm...

The feature seem complete, but I see no mention of this. Perhaps Egosoft is still fine tuning some details eg making a crew tranfer ship?
