split business section whts-on page into 2 tabs

 What's on currently has:

    * upcoming sitting
    * the different document types

we should have:

    * the current "upcoming" sitting will only be used in for the "portlet"
on the home page. And that will also be the only part of "What's on" on the
home page;

and create two different views:

    * by sitting (deafult) but this time will also list for each sitting
the items that will be debated;
