Users randomly get banned forever if they don't pass captcha

It is some transient bug. I've made the permissions change sequential with the users ban, and I hope it the usersesolves the issue. But if you find that the users that don't pass captcha are banned eternally, this issue is where to report this behavior. I will close it if it is no more reproduced for some time
