Support multi region deployments #3101

Fort multiple regions it makes sense to have multiple different servers located in different regions.

we want to have clients communicate to their closet region to minimise latency.

Ideally users should be able to see all regions in the same pane of glass.

In the first instance we should contain each region inside an org and have users switch between orgs to switch between regions.

We should be able to read results from multiple regions together

This is an orthogonal design from the multi front-end design. Each region may have one or more servers.
