Certificates are not deleted on destroy

PROBLEM SUMMARY My certificate is destroyed in terraform but its not deleted in venafi.

STEPS TO REPRODUCE just terraform apply terraform destroy with a certificate.

EXPECTED RESULTS The certificate should be deleted when the environment id destroyed.

ACTUAL RESULTS The certificate is still there.

ENVIRONMENT DETAILS Latest version of terraform and latest version of this provider.

COMMENTS/WORKAROUNDS

I have not configured the skip_retirement option on the provider so it should be using the default.
