Pastelize plugin, force color everywhere

Plugin Description

Pastelize Pastelize (uncolored) names based on user ID by Cynosphere A Vendetta plugin to change font color of names and messages w/ compatibility for RoleColorEverywhere. Great for more color in DMs.
*Settings menu and example below

Different from #427 as this is applied to anyone without a role color. Also different from #111 as this is automatically applied and not triggered.
