feat(Plugin): Add donation helper plugin

Adds a new core "donation helper" plugin which provides a badge settings tab for GitHub sponsors

Todos:

• [ ] add necessary API to support this (either as part of vencord.dev or venbot)
• [ ] connect this to said API

Things to argue about:

• Should the tab be hidden by default (Visible when having donated?)
• Plugin and section name
• Is the pending changes tab really necessary?
