Partial Views for Edit.cshtml and New.cshtml

Think about adding partial views to share the code between these two pages since they are so similar

Consider the following in writing the partial:

• Add
  wrapping element to New.cshtml
• Add "notice" TempData section to New.cshtml
• Add Cancel button to New.cshtml
