Sync issue, can not accept new block #699

This test case is correctly reproduced by the following test case https://github.com/VeriBlock/alt-integration-cpp/pull/978. Currently the updated vbk and btc params should decreases the probability of appearing of this issue, but the final fix will appear after we will add an a VBK SPV verification for the VbkBlocks, this will be described in the further alt-intefration-cpp issues.
