Submit jobs without specifying the context

In some cases we may want not to keep persistent context but instead create each context for job. In order to do that we need to:

• Default context settings in application settings
• Specify context parameters in a job config
• Change context creation mode for cluster to wait for resource allocation instead of relying on timeout.
