Develop Proposal to scope 18F focus for next 12 months

Develop a proposal for Cass that reflects a suggested path forward for the 18F/Vermont engagement. Inform recommendations through discovery research with VT stakeholders. The proposal should communicate ideal staffing for each possible project and narrow in on a small number of thorough project/problem descriptions.

Ensure the proposal does the following:

• [x] Reflect explicitly shared goals for working together
• [x] Communicate a clear direction (not a list of all the things)
• [x] Schedule time to review the proposal with Cass + key reviewers on 10/26
• [x] After review, present to steering committee for final approval
