Suppose a locality description is sent to BELS from GEOLocate. If a user edits that particular result, it would be great to send the result back to BELS.
It might be useful to give authenticated users (see issue #50), such as someone using GEOLocate, the option to contribute a Location with georeference.
Concerns:
Users could be submitting a "working" result rather than a final result.
A submitted georeference, especially if it is more specific, is not likely to become the best georeference based on the algorithm for that choice in cases where there are multiple options.
It is not feasible to recalculate best georeferences with every submission, though they could be accumulated and incorporated as another source in the loading scripts.
