Create page to describe how to create new Darwin Core terms #2

Dependent on the ratification of the TDWG Vocabulary Management standard.

Demystify all distinct ways to make change in Darwin Core.

Dag - "A process might include describe the need for a new term -- and then followed by exploring if the term is for Darwin Core or one of the other TDWG standards..."

Followup with Andy and Quentin. Follow through this process with Gary (new Audubon terms/extension) and Holly (paleo). Definitely put this up for review with the goal that the resource can take people from square one to a ratified change to a standard.

Related to issue https://github.com/tdwg/dwc-qa/issues/85. Associated with the documentation could be a webinar. Or, if the documentation if sufficient and in advance, is a webinar needed.

I'd say yes @tucotuco - a webinar is needed. Advertising the documentation resource - and being there to discuss / explain - priceless.
