Add resource's DateLastPublished to the harvest data #114

This can be used for versioning during indexing for resources that have persistent identifiers. Workflow would be index the resource, then delete docs without a matching DateLastPublished.

This is not necessary for data store maintenance since a new version of the record (same App Engine id) will simply replace the previous one without the need to delete based on a DateLastPublished.
