Update project to use last dwca-reader release 1.21 #134

Release 1.20 of the dwca-reader was tested in harvest using a new dwca-reader2-clj repo pushed by @tucotuco to https://clojars.org/repo/dwca-reader2-clj/dwca-reader-clj/

There is a final dwca-reader release before development switched to dwca-io (https://github.com/gbif/dwca-io).

Update gulo to use this final release of dwca-reader. The dwca-reader-clj project file will have to be updated to use [org.gbif/dwca-reader "1.21"], then be deployed as

defproject dwca-reader2-clj/dwca-reader-clj "0.21-SNAPSHOT"
