Just checked and the EML doesn't have rights:

@laurarussell do you know why the above resource doesn't have access rights?

I confirmed with @tucotuco today. ip rights is not required meta data field. Cincinnati hosts their own IPT. As I've said before, we can't guarantee what will or won't be in an external providers data and meta data. I can make a recommendation to Herm that he include IP rights. My suggestion would be to print a statement in absence of IP rights to read "Access rights not supplied. Please contact publisher for details concerning permissions to publish this data."
