update fields in download to reflect new schema #553

Update util.py (invoked by download.py) to include DwC 2015 schema fields. Symptom currently is that rights field is in downloads, but empty, and license does not appear in download fields.

Updated downloads, UI, and API results to contain all Darwin Core 2015 plus select metadata per record. Fixed in bd45f5051869fe0ea9e299076f2a50858d42c9d0.
