Re-architect the stats accumulation to be robust and scalable #638

An idea is to accumulate to Carto as we are, but purge from there to Google Cloud Storage and thence to BigQuery on a schedule and build a query interface against BigQuery for detailed stats extraction on demand.

Abandoned this idea. Carto should continue to work fine for this functionality.
