Duplicate facility_table rows on mapsdev #25

This was creating duplicate rows in the floor view. Deleted the duplicates.

Related issue: when there are duplicate rows the rt load process is not setting z values on transitions correctly.

I had to create a quick FME tool to push a few of the support tables from prod to dev. forgot to drop rows the first time. cleaned up things like floor_table and building_table. must have missed facility_table. that one is on me.
