Revisit the elevator construction process logic #27

There are 2 issues:

  1. All of the connecting lines are rewritten each time the tool runs. This should be changed to just update any lines that have been modified.
  2. All of the elevators are rebuilt each time the tool runs. As processing needs have evolved it would be desirable to only update buildings that have had changes as a result of the current RT load process.
