As an admin, I want a legend for the map so that I understand the data that is displayed on the map. #141

Acceptance criteria:

For the map displayed on the Admin page, display a key so that a user understands:

  1. What the blue pushpins are (fires)
  2. What the green pushpins are (users)
  3. What the blue blob is (a flood)
