What does this mean?

e.g. As a an admin, I want to be able to set a boundary (e.g. around a population area) so that an emergency notification is automatically triggered when an emergency event is mapped within that boundary area.

This feature would be post-prototype, I don't think it's required for the prototype.

(I think "geofence" is the term of art)

I was trying to write it like a user who didn't know the term of art!
