scons -c removes installed qrsc executable #25

What steps will reproduce the problem?
1. build and install QRemoteSignal library and qrsc tool
2. run scons -c to cleanup build dir

All files generated during build should be remove but installed files shouldn't 
but scons removes 
installed qrsc binary from installation dir.

Install builder is not called if 'install' target was not specified. It 
prevents removing installed files or installing 
new files if it wasn't explicitly requested
